( 2 ) the problems on the structure of fsalgwc are : cd the proportion of capital construction expenditure became smaller year by year . ( 1 ) the proportion of productive expenditure and r & t expenditure were too low . ( 2 ) the proportion of province investment was too high and that of county and town investment was too low . the causes are as follows : ( 1 ) the responsibilities to support agriculture among the governments at all levels was not clearly divided 2 、从结构来看，西部地区财政支农结构不合理，表现在非生产性支出过高，农业基础设施投入份额持续走低，科技投入份额低位徘徊以及地方基层政府支农投入份额极低，导致这一问题的根源在于政府间支农职责模糊、事业单位改革不彻底以及计划经济体制管理惯性。
